Should i worry? Am i criminally responsible for his dog getting lost?

No, law is all about things that are reasonably foreseeable.

It's "reasonably foreseeable" that your dog might get into mischief if you let him off the lead.

It's not "reasonably foreseeable" that you might encounter someone that can't look after their dog, so you don't have a "duty of care" to prevent your dog barking at a badly-looked-after dog.

No, but law was part of my degree. I'm obliged to point out that not only am I not a lawyer, I'm also not *your* lawyer. Nothing I say is "legal advice" in the legal meaning of the term "legal advice".

However the general principle still holds: if you act like a reasonable person and take reasonable care to prevent harms to others that you can reasonably be expected to foresee, you won't ever be liable for civil damages. It could be that there's a specific criminal statute that pertains to barking dogs where you are, but that seems unlikely. Even if there is such a law, it's extremely unlikely prosecuting you for your dog barking would be considered to be in the public interest.

In the extremely unlikely chance that it is criminal, you are entitled to a lawyer and one will be provided if you can't afford one and you absolutely should say nothing until you've spoken to your lawyer. But this is an extreme hypothetical, I know of no law anywhere about not letting your dog bark so another guy's dog runs away.
