I have a large gallery of JPGs that I want to optimize. I have a rough target average filesize in mind.
I searched around for good image optimizers, but most of them don't have the option to downscale your image, and can only optimize the compression.

So is there an intelligent JPG optimizer that combines the usual JPG optimization techniques with finding the optimal resolution to downscale to, in order to achieve target file size while achieving the best possible quality?
