yes! sound is measured in decibels, which is a logarithmic unit, obtained from the formula

where Ls is the loudness of the sound, and Lb is our hearing threshold.
Basically this means that sound level is not linear. Three decibels more is generally a double in perceived loudness.
Tow horns is not twice as loud as one horn. to get twice as loud, you'd need 10 horns.
