I'm a big LotGH guy and I can confirm that character is not in the show. Also the show's art-style is a little less stylized. I get where you're coming from though. The background looks just like something from the show and most of the characters (both FPA and Reich) do where black uniforms.

Legend Of The Galactic Heroes never received an English dub. iirc, only one of the movies did (or maybe that was just a german dub? I can't remember).

All of those contain subs. There's only two sets of subs that exist anyway: Central_Anime's and the retail subs (well, possibly more if the HIDIVE subs were different than retail, but I doubt it). the LOTGH link I gave (as well as ZetaRebel) both use retail; the others use C_A's fansubs iirc. Although actually, A-FanRips may have done their own subs for Golden Wings. As for DNT I have no idea, haven't looked into it. Probably only Crunchy subs or whatever streaming service aired it.

Yandex was the one that gave me results, actually. You had to scroll down a bit and there were screencaps from some nip twitter with Saku on them, and pretty much fits the character design - hair colour and style, eye colour, headphones (though they look a little different).
