Also open task manager, click on "start up", and disable all the shit you don't need running at boot. That's likely a problem too

Check what you have starting with windows. Type msconfig in your search or run bar, and go to startup. Disable everything you don't need. Boot into BIOs and see if you have quick boot disabled. As others have said, upgrading to an SSD is going to be the biggest thing.
