As a bonus, you provide a monopoly (and the associated monopoly prices and profits) to anyone who's prepared to say "fuck the police" and provide it anyways.
Everybody wins, apart from:
- the people who wanted to do the fun thing
- the people who wanted to provide the fun thing and not break the law
- the people who didn't want to get raped, murdered or stolen from
- the people who wanted to live under rule of law and not a mafia
