Apparent laziness or a kid not paying attention in school might be due to something like ADHD or stress. Their school might not have enough funding. Kids might not be aware of scholarship opportunities, or might not get them. People might not be aware of how to choose a college. Etc...
But the thing is that saying stuff like this can sound rather racist::
