I am interested in making electronic dance music, but I don't know how to play instruments nor can I sing.

How do people like, say, london elektricity, make electronic music? Do they buy recordings of other people and cut them together? Do they sample the drum hits that they want from other albums, or create them with a machine or by hand? I'm not really sure I understand the process, in my mind it seems very heavily engineered.
