Try going to a coffee shop (stand outside, you're probably not allowed inside anymore these days) and use their internet on a smartphone that you borrowed from a friend. From that phone and that internet connection, make a new email account (or get a friend to make you an email account and send you the details), and then make a new reddit account with said email. That should be enough circumvention to resolve your ban. Make sure, of course, that neither the email address is connected or similar to your previous attempts (i.e. don't list old email addresses as "recovery" addresses) and that your new reddit username is unique as well.
