First forget paint and the mouse. While those are really capable tools in the hands of a master artist, you'll need more specialised equipment to start out. Something that assists you.
If you want to do digital art, then you'll need a capable software. I'd suggest photoshop or krita. Photoshop is a subscription based model. It'll cost you ~$20 a month, but in exchange it is undoubtedly the best on the market. However I personally prefer Krita which is free and completely capable. Only lacks certain AI features.
Then you'll need some basic hardware. If you start out on a budget I'd currently suggest the Gaomon S620 tablet. It goes between $20-40 depending on your region. It has 6 buttons and a passive pressure sensitive pen. It is really responsive and precise. More than capable for any beginner.
If you have hardware I'd suggest going with the dawabox project. It is a website dedicated to teaching digital art for free. And they have free in-depth lectures and assignments from the basics.
