Opened it with a hex editor and apparently it's a Mach-O binary, whatever that is, something for Macs I think. I saw some Mach-O file readers online but don't feel like bothering with them.
With the hex editor you can see some addresses like
>/System/Library/Frameworks/CoreMIDI.framework/Versions/A/CoreMIDI

Open it with Notepad, good chance that will help you determine what kind of file it is, maybe even find some readable text that is helpful

As the other anon pointed out it's a Mach-O binary for Macs. I dug around the file a bit with a static analyzer and it seems to be a bluetooth driver for the Sixaxis(PS3) joystick controller for a Mac. I guess the author just put some random file there for shits and giggles
