>>974315>sampleYuru Camp and Shoujo Shuumatsu Ryokou and Sora Yori are easy recommendations. I'm pretty sure they only wear winter clothing in the OVA, but Hakumei to Mikochi has this, too. Gochuumon also regularly has a winter episode. Same for Non Non Biyori, but it likes to go through all of the seasons. Golden Kamuy is fully set during winter, so every single character in the show wears winter clothing at all times, but it's not really a cute girl anime, despite the lead girl being adorable. I feel like K-On! has significant portions of both its anime set in winter.
Tokyo Godfathers is all amount three people (one of them an arguably cute girl) raising a baby. Probably doesn't fit your request that well, but it's a great movie, regardless. The third Made in Abyss movie has the main cast fully garbed in winter clothing for most of the film, but it's definitely not something you'd want to watch if you just want to look at cute girls.
