If your printer is set up to scale 100%, and your page (in both inkscape and in your printer settings) is set to the same size as your actual paper, then your print will comes out at 2cm*2cm.
If you're planning to send it off to be printed, "print" it as a PDF and if it's 2cm in the pdf it will be 2cm when you get it back.
