An anime, like any other story, is not going to just sit down and infodump at you. What it might do, instead, is tell a story where (for example) a character who espouses Utilitarianism in his words and his actions comes into conflict with a champion for Liberalism, and the interactions between these characters and the situations they're placed in explore the differences and similarities and conflicts between these two philosophies.
tl;dr: you're expecting fiction to go like non-fiction, stop that.
