Hydrogen has its own downsides as an energy storage medium but I suppose it's better than coal or petroleum based heating.
Except it's not clean. They're shifting the pollution to somewhere else to "equalize" the pollution since norway is already almost self sufficient with hydropower alone. That way they can pretend they're meeting their co2 reduction quotas. All about money. nothing else.
It's both. There's also the issue of migratory paths being disrupted. At least one such project recently got shut down by the government after the local government had tried to force it through.
