A singular Arab state encompassing all of Mesopotamia, Arabia, and North Africa would fail just like Yugoslavia did.
I'd be more in favor of something like an Arab EU and Arab N.A.T.O. personally, that way they can cooperate with each other but not have to all live under the same government.
Plus you'd inevitably would have a something similar to the Spanish Civil war but on steroids where pro Monarchists, Ba'athists, Liberals, and Theocratic would be slaughtering each other for control.
It be doomed to fail to say the least.
