the issue is that there are many large franchises which span several states and sales tax varies depending on the state. walmart for example doesn't want to deal with a fact that they're selling cups at $4.23 in california and $4.37 in florida so that it comes out to $5 in both states so they just make it $5+tax in both and make it the customer's problem.
naturally it'd be better if they didn't do this, but it's too much logistical pain for them to actually do.
