I think some explanation is in order.

It's simple. Here is the order in which 4chan processes posts:
1. You sent the post to 4chan's server
2. 4chan assigns a time to the post
3. 4chan uploads your post to the board
4. AFTER 4chan uploads your post in its entirety, it assigns a public post number, and it shows up on the board
This was highly evident during times on /pol/ when the servers were under extreme duress from bots. You'd have posts posted before other posts that were sometimes 30 seconds OR MORE behind because 4chan's servers were under stress. This also happens commonly during big GETs (usually septuplets or higher) on boards like /b/ and /pol/.
