The ruling party, "United Russia", has the majority of seats in the municipalities and the country parliament, they have the power to accept and decline any proposed law or candidate. The only media where you can hope to find any news that can put the ruling party/Putin in anything other than positive/neutral light are some radio stations, some local newspapers and websites that aren't blocked by Roscomnadzor.
