That's not the case in Sunni Islam, every Sunni country has its own "Dar Al-Fatwa". They do not have to follow clerics from other Sunni Muslim countries.
If by Sunni you mean salafists, then that's a special case because we have lots of oil and money that attracted Islamic theology students from all over the world. even then those salafists now look down on Saudi Arabia as it reforms toward liberalism.
