hell is just what the greek called hades, a place where the dead get sent until judgment day before christ appearently everyone, and after christ the unbelievers

However another thing translated as Hell is Gehenna, where judgment day happens. Here people either have their souls destroyed in flames (second death), get redeemed by God or, if they took the mark of the beast, get tortured with the beast, false prophet AND Satan. Satan too gets tormented here, he is not ruling anything nor anyone else who is condemned
further you must understand that God is existence itself. those that reject God reject existence as a whole wether they know or not. so they get first thrown into the hades where they see just how much God effects ones life by having him absolutely hidden there, and those that still didnt learn their lesson then get their wish fulfilled, seperation from God, thus from existence, the destruction of the soul.
