Because characters like Asuka are drastically strengthened as a character in ways that might please fans, and characters like Rei are reduced in a way which displeases fans and won't attract new ones - I do not believe Anno's intentions are to declare a bizarro world against of all the audience. Rather, his intentions is quite likely to benefit parts of the audience, the otaku whom he identifies with. Anno is not humiliating otaku, ironically he's made Evangelion into something that serves otaku even in it's most destructive ways.
This can also be discerned from observing who is happy with the new EVA - they're exclusively otaku. In particular, obsessive otaku who have been pining for a rewrite in their favor since the 90's. Similarly the treatment of Kaworu and Asuka in 3.33 was extremely well received, making them the most popular rendition so far.
Anno is first and foremost an otaku. He hasn't, and was never at war with "the otaku" as a group concerning the Rebuild series. Believing that would be believing a lie. Ironically Eva-otaku stigmatize critics of EVA, even non-otaku as "otaku" for not liking Evangelion. Such lack of self-insight is rare. This happens even in the west. This is why Rebuild benefits Asuka-otaku and Kaworu-otaku consistently, as it's the type of otaku Anno is.
The only ting that can and WILL change something, is spreading awareness of these facts so that the entire fanbase recognizes it. Waking up the fanbase from the fevered dream and illusion of Anno as a man with integrity will reach Anno. Anno is extremely fragile, having still problems with frequent nervous breakdowns as recent as after he finished 3.33. Getting to Anno, turning the crowd on him is not only possible, it's necessary.
