No one thinks ghosts in scary movies are "disempowered", and the fact that Rei still lives through death and dismemberment is extremely empowering. Likewise with the groping, which is quickly followed up with the perp losing the very arm he used.
Not only that his entire got destroyed just moments later, down to his very soul.
...and plot device?!? Are you trying to be a dumb ass or something? Alongside Shinji, Rei appears to be the only goddamned character to actually develop and finalize by her own power. Is Shinji a plot device because his decisions impacted the plot? No, and neither is Rei. If you want plot device, Asuka is your name and NEVER foeget that. This jealousy of Rei's OG character is what made the rebuilds become what they are.
