But if you REALLY wanted, you could fetch weather data on your own, convert it to the format it uses, decompile classes.dex, edit the urls to point to your server instead, then recompile the apk. Rei's dialogue is stored as text strings so it would be easy to translate, too. But don't look at me, I ain't gonna do it.
Fun fact: the facial features are transposed on to Rei's face. By default she has no face.
