I am 90% sure the last few seasons of PreCure have been a marketing experiment, to test if a Doremi 16 anime could be potentially profitable. They're using similar character designs and plot elements (four magical girls taking care of a baby??? really Toei) to carefully study how well these elements sell in merchandise.
The plot of Ojamajo 16 has been building towards a larger storyline as well, there's no reason for the writer to suddenly include such large new plot elements, unless something bigger is planned.
