When the alternative to keeping the good guys out for the sake of protocol is letting the bad guys tear your city apart, I guess the PM was willing to make a concession. Rules aside, it's just not a good look to -not- thank the people who risked their lives to save civilians and succeeded. And if they need to maintain the stance that rules matter, they could always just slap the blues with a fine for damages (Torby -did- blow up the door to the omnium, after all) and call it a day. Back to Blackwatch, it is certainly possible that the public is more aware of the events than the individuals. After all, how many people on the street do you think could name a single perpetrator of the My Lai Massacre without looking it up? I realize that's a really extreme comparison, but the principle holds.
More likely, however, is that it's just meant to illustrate the "good old days" when Overwatch was active, and we're reading too much into it. If they were -really- planning that far ahead, then Moira would have probably been in those pictures as well, but they had likely not conceived of her at the time, so she wasn't. It still kinda works, though, because she strikes me as the type who doesn't get invited to many parties.
