If you were to transfer someone's memories to a blank slate that person could recall language only as a function of short and long term memory, not as a function of language. They would be unable to communicate.
With the Personality Transfer system and the Magi it's plain to see no memories have been transferred. In the case of the Dummy Plug System it's questionable whether Rei would go apeshit on an Eva with what she knows, only moments earlier she hesitates to attack the same Eva because Toji is inside.

I'm not downplaying Rei at all, I simply don't believe Rei III has her memories from Rei II. It's her soul that's in the driving seat, which I believe is the driving force of her actions later in the series.
