It was given to indrustrial workers to increase production and pilots to increase their flying hours. It was freely available until the 1950's when the Japanese government banned it due to rising numbers of violent crime.
Amphetamine is still the only drug that is significantly used in Japan. It is often prescibed as an anti-depressant. It's user's include housewives, who find it useful because it increases the amount of housework they can get done and students using it as a study aid.
So I guess it fits with Ritsu's personality of being a true Japanese.
I dabbled with cannabis in highschool but didn't really enjoy it. The only drug I've ever had any attatchment to was prescription opiates, I realised I needed to stop when I did something terrible that I'm really not proud of.
