In 2.22 her reason for going up against Zeruel was Shinji, in NGE she was Rei, doing her job according to her character, not for her *man* - 2.22 makes for some interesting developments that stops, but because it stopped she's stuck being "yet another demure waifu".
Then 3.0 hammers in that she's utterly useless and inconsequential for anything but being cute and in need of help. That's not Rei. That's some ugly, dumb version of Rei that's completely uninteresting.
All I can say, is that Rebuild has completely screwed Rei over in every way you can do it. Even if you accept that Rebuild won't deliver the same quality as NGE, you can at least salvage the new interesting superficial stuff from it, but there isn't even that for Rei. Everything about the character from 1.0 (where she doesn't see Gendo when she looks at Shinji) to 3.0's mockery of Rei as a character, it's a straight downgrade.
That's the truth of it all.
