If I wanted to ignore the obvious (she is extremely sexualized to appeal to otaku watching the show) I guess I could say that her costume fits her as a femme fatale. Character wise, it is somewhat explained after we see her flashback as a reaction against her past. I.e., she throws off her previous identity and decides to become a sexy, devil-may-care badass in order to build a wall around herself.
But yeah, her outfit is ridiculous.
