You are severely dumbing down the discussion by refusing to go past beyond this stage. The answer to your question is simply: it doesn't matter. Everything is by nature possible in fiction.
As long as Rei Q remains an insult to Rei Ayanami, Rei Q cannot be Rei. The more the series or you insist that a caricature-travesty that is designed to attack Rei is the genuine Rei, the worse it will get.
Remember that Rei Q isn't just a character at this stage, it is the whole shebang: It's the removal of Rei Ayanami, it is the scenes in 3.33 where the cast dismisses Rei, and it is the copious rewrites such as changing Yui's maiden name to Ayanami as well as rewriting Rei to be a clone of Yui.
So it doesn't matter what Rebuild 4 does, because what Rei Q is will never, ever change. The more it tries to sell Rei Q, the worse it gets because it would then be attempting to legitimize an insult.
