Like the smile in Ep 6, it's not that she can't, it's that she simply doesn't know how. She needs a friend or a guardian to teach and guide her to be capable of existing in this world without relying on others.
Indeed, one of her problems is that she lacks self-worth and understanding. If one could find a way to communicate and help her develop and grow as a person she could be a very beautiful young woman one day. That's the dream in and of itself.
