From a birds-eye perspective, is there really anything that's been done better or more fulfilling than NGE or EoE for Rei? Every new EVA thing I saw has nearly nothing in it to be a fan of.

The implications and strong emphasis going further than the original is in itself a statement too clear to ignore. They chose to downsize Rei into a mother-clone role rather than work with the character itself. All that remains is "Rei, docile obedient clone of Yui".
Just think of everything they could have explored, all the sci-fi and even real terminology that's there to be exploited, but they chose the one that makes realistically the least sense, that she's a straight-up clone. Clone is easy to understand, because it effectively means "the same" to the audience.
Then there's not a single thought or word from Rei, meaning her character-portion is non-existing. She's only a mother-figure from this point on.
