Rakka interprets the crow as representing someone who wanted her to live - some transmigration thing, or a projection of their wishes and regrets, or something. Reki, on the other hand, didn't have anyone like that. Or maybe she did, but wasn't inclined to pay attention to birds. So she had to find someone to forgive her in the afterlife.
