In the same form as the human "mind". Only humans have Souls. Animals do not. Maybe Rei felt only "Souls". Very likely that Rei paid no attention to the one's who had no "Souls" (Animals). In that case, ignoring PenPen revealed how Rei viewed animals. She also didn't collect no beasts in Third Impact. Because they had no Souls.
