The complete lack of reaction from everyone else in this scene INCLUDING Shinji who does not turn his head the way people naturally do towards the source of a sound means it is either not a loudspeaker or it is magic where only Shinji can hear it. Just to underline the point they repeat this seconds later with Toji's sister in the background not reacting to Rei's mental voice.
The louder voice after the wall breaks is a loudspeaker but it does not have the echo effect.
btw just how loud do you think Shinji can yell? He says "I am here" and Rei hears it through the steel and through the Eva? Or are you going with just a random coincidence the wall breaks then and there?
