Rei Q isn't less featured though, she's the one who got a huge scale figure for a recent exhibition. They always include her. And they still feature Rei 2. For the common consumer, as long as it looks like Rei, they'll get it.
The problem with Khara is that they are trying to sell characters PURELY on looks and seiyuu, things unrelated to actual character. Mari barely did shit in 3.0, but they still try to sell a shitton of stuff. Same with Sakura.

They wouldn't sabotage themselves and a money-maker like Rei intentionally nor do they have a hidden vendetta against her. It's just too stupid for a business to do.
