>>4039916I'd say the bare minimum would be at least enough to cover the butt curve though bending over might make the bloomers peek out if they aren't careful so crossing legs would be necessary, as for wideness there needs to be enough for a bell shape so about the size of a smaller tutu I think and the bare minimum frills needs to be on the edges of the bottom of the skirt and on long socks since they'd be very visible
