Rei needs someone who will be giving her warmth sometimes.
She's like a cat, on her own and pretty aloof but sometimes cats feel like playing with humans while not really depending on them and not liking being annoyed.

Rei has a way more time in manga than anyone other than Shinji.
Just remember that it was Rei who called shinji back from dissolved state in Eva 01

And considering the amount of bonus she got from Saddam her character more than DOUBLED the NGE's weight.
Many characters got a bonus, but for Rei it was on entirely other level.
