There have been times where she has voiced her disagreement with the government's ways of handling things, particularly when it restricts her friends' freedom. She does work with the government to protect people and definitely tries to follow laws whenever possible, however.

Mai does have some great motherly traits. She is diligent, responsible, kind and attentive to the needs of others. She is great at taking care of kids as well. You can see this on episode 11 of the anime. Where she actually took care of Haruhiko as a child by herself, all this while attending school, working part-time and hunting phantoms. Though she ended up collapsing due to stress as a result. That episode isn't in the LN, but you can still see glimpses of this side of her all throughout the novel.
