If we're talking about level of English comprehension, I think that would actually make it harder for her to get into rap than anything else. Having limited English language comprehension, she wouldn't be able to appreciate the clever lyrics, which really just leaves the beats. And since her interest in music is primarily related to her interest in singing, she's probably more into melodies and harmonies than beats.
On the other hand, if a song has good melodies and harmonies and solid musicianship in that regard, she'd enjoy it regardless of whether she could understand the lyrics. I mean, she mainly listens to classical, which usually doesn't have lyrics at all, and when it does it's stylized opera singing that can be difficult to make out even to a native speaker (and often isn't in English at all to begin with).
Hence why I figure metal (at least certain subgenres) would suit her well. The really heavy styles like death metal, not so much. But stuff like classic metal and power metal might suit her, and symphonic metal in particular seems like it'd be up her alley.
