She exists separated from her soul, but the experiences she has among other people, the many aspects of human existence that she learns of, and the feelings all of this inspires within her prove that she is no mere soulless husk. She is an individual and yet still Rei. This is why she and the soul of Rei II become one in the ending, as absurdly terrible as the rest of Thrice is. Rei is Rei. All of Rei deserves love.
