A telepathic link doesn't exactly unify the characters beyond having similar abilities, if Rei II or Rei Q actually have any telepathic ability at all.
As characters they are completely separate regardless because Rei 2 is inside EVA01.

The real, actual Rei with any sort of character in Rebuild is the Rei found in 1.0, and 2.0. Rei Q is another character that is a clone. If I cloned you, the clone wouldn't be you and vice versa.
