Helix probably manufactures their stuff in-house, but I wouldn't be surprised if a lot of Overwatch's gear was confiscated after the fall and either sold off or distributed elsewhere. We can speculate on how they'd be restrained by the terms, but ultimately we can't know until they actually get back together and take action, and therein lies our main problem. Maybe if we're all good boys and girls, Jeff and Michael will pull something nice out of their bag of wonders by the end of the year.
