It even says in the sticky itself that /c/ is not the discussion board, but like you said many people don't want to use /a/ for various reasons; /c/ has its own unique userbase.
/c/ really does not have much discussion beyond asking for image sources or for certain images to be posted, entire threads regularly go by with no discussion whatsoever, and it is by nature a very slow board.
Obviously this isn't a bad thing because /c/'s purpose is posting and sharing images, but it does have its own userbase that I find to be generally less toxic than /a/ and so I believe it can only be a good thing to bring it together in other mediums
