Lets say it is, and ther is a bigger than small breed dad and a small breed mom. I would suspect that the children would predominantly be small breed size, for the mothers sake, with some fathers features. If the genetics were trying to be equal just think of all the hybrid monstrosities there must be not allowed into the program.
I could really see Rach being adopted into some other Mon type family. Depending on how Crab would go at it, funny rebellious teen Rach or sad orphan baby Rach, etc, it would at least make for an interesting angle.
I suspect too many people (on 4chan) would complain about 'muh sad backstory' though if he went that way.
