Yeah, it is. She clearly has a thing for him, but Shinji is too autistic to do anything. Nobody suggests kissing and saying "If I can't have you all to myself, I don't want anything from you!" without there being something.

I wish they would make an EVA anime were Shinji acts more like how a guy would react with a girl like Asuka. They did in one of the manga spin offs and one of the video games.
Shame the rebuilds wont fix this problem, instead Shinji is attracted to Rei.
