Well, design-wise, the two stripes of cloth from the front merge together on the back, they don't continue like stripes. otherwise they'd keep falling off, (even suspenders are Y or X shaped). And if we're on that subjet maybe drawing the pleats would make the skirt look more interesting.
And I'm not entirely sure about this one but doesn't the uniform include an underskirt?
