Normally no human can wear kamui, since they got no source for synchronization, they just will instantly become slaves of clothing however Satsuki managed to drive it by her power of will. It's hard to say how much powerfull she is in league of "fiber monsters" but I guess she would be able to give Nui very hard time, especially if she wear Senketsu, not Junketsu(since Senketsu's personality is softer and more friendly), despite being totally unable to synchronize with fibers she is very talanted fiber manipulator and even managed to develop some new forms for Senketsu so I'd place her at the same level of power as Nui.
