By far. She has the greatest range, the best pitch control, and a nice clear timbre.
Hikasa Youko range is pretty limited and she relies on moans and such to add colour to her singing. She is too dependent on composition.
Both benefit quite a lot from being surrounded by 2 terrible singers. (Sorry Yui and Azusa fans.)
